By the NAIC’s 2025 pet-insurance direct-premium measure for states and U.S. territories, the leading groups are Trupanion, Nationwide and JAB Holding Company. This answers “biggest” by premium volume. It does not rank claims service, count pets or tell you which retail policy is best.

The source reports a combined share of 56.77% for the first three groups. Adding the rounded individual percentages displayed above gives a slightly different total. Use the source’s cumulative figure rather than treating the rounding difference as evidence of a new ranking.

What to know

Trace a shopping offer to the right entity

A consumer shopping site may lead with a brand, while a market table groups affiliated insurance companies. Start at the offered policy’s declarations or disclosures: copy the legal issuer, the product or form name and the administrator. Then match the issuer to the group in the report. Do not infer that two products are identical because a parent organization is shared.

The NAIC’s consumer resources are a starting point for company and regulator research. Save the exact legal name used for a lookup. A result for a similarly named affiliate should remain unmatched until you can establish that it is the entity in your documents.

What to know

A real directory shows why logo-counting fails

New Jersey’s insurance-department roster places Trupanion, Pets Best, Chewy and Aflac under an American Pet Insurance Company entry. It also lists Pets Best under Independence American Insurance Company. This is a specific directory observation, not a statement that every new policy from those brands has the same issuer.

That one example defeats two shortcuts. Four familiar logos cannot simply be counted as four independent underwriting companies. Nor can a Pets Best offer be assigned to one issuer merely because that brand appears in one directory row. Ask for the legal insurer on the actual offer, then match that entity to the relevant group and period.

If two shortlisted offers do share an issuer, keep both if their benefits or administration differ, but do not count the same group’s premium volume twice. If the issuer cannot be established, leave the corporate-size field unresolved. This is especially important when a directory preserves more than one product route or an older book of business alongside a newer one.

Claims

Do not read market share as a claims promise

A large premium book tells you that an organization writes substantial business on the stated measure. It does not show whether a particular claim was eligible, how long a complete claim took to settle or whether a reviewer’s complaint was resolved. Those are separate observations with different denominators.

Suppose one company has more complaints in absolute numbers than another. Without the relevant exposure, period and product scope, the count cannot establish that a randomly selected policyholder is more likely to encounter a problem. Similarly, total claims dollars paid cannot prove that a disputed service would be covered by your contract. These are evidence-quality checks, not favorable or unfavorable conclusions about any named company.

If your real concern is security, investigate the current legal issuer using appropriate regulatory and financial-strength information. If the concern is a knee exclusion, read that clause. If it is checkout payment, ask the hospital. Size can be a useful context field, but it cannot substitute for the evidence that answers each concern.

What to know

When another list gives a different winner

  • Check the unit: premiums, pets, policies, revenue and assets are different measurements.
  • Check geography: a consolidated international business is not a U.S.-only pet-insurance book.
  • Check entity: group, individual underwriting company and sales brand need not occupy the same rank.
  • Check period: an older measurement and a current marketing claim are not competing snapshots of the same date.

Do not average incompatible rankings into a new score. If a size claim omits one of these fields, retain it as an unverified claim until the underlying source can be inspected. A provider’s prominent advertisement is not evidence that it appears first in the statutory table.

Use the leading groups as a research starting point, then compare products actually offered for your pet. This page does not present every group as a direct-to-consumer seller, assert that every affiliated brand is open for enrollment or advise replacing an existing policy merely because its issuer is smaller.
